The Phase 0 program for Department of Homeland Security (DHS) Small Business Innovation Research (SBIR), facilitated by Dawnbreaker, is designed to provide small advanced technology firms, that are new to the program, with the opportunity to learn how to prepare a responsive proposal. The DHS releases one SBIR solicitation per year. The pre-solicitation is usually in the November timeframe.
