These tutorials have been designed to guide small businesses through the process of preparing a responsive proposal to a DHS Phase I SBIR Solicitation. The DHS solicitation is always preceeded by a Pre-solicitation, normally released in early November which provides a preview of the topics, as well as the names of the topic authors with whom you can speak during the Pre-Solicitation period. These tutorials are designed to provide you with a variety of tools to assist as you work on your proposal. As people learn in different ways, each tutorial provides two methods to become familiar with the content – either reading the PDF or by listening to an audio version of the same content. As many acronyms are used, a glossary of new acronyms is also made available with each tutorial, along with links to supporting materials and a short quiz.
